Valley or Zeekeo? For an agency, it comes down to what you sell. If you sell LinkedIn outreach and want every message approved before it goes out, Valley fits better: it is LinkedIn-first, runs through each account's own Chrome browser, and holds messages for review until you turn on Autopilot. If you sell LinkedIn and email from one agency inbox, Zeekeo fits better, and it is cheaper per seat on monthly billing ($149 against $199). Neither one publishes everything an agency needs to know. We list the gaps below. We also make a third option, CampaignStack, and say where it fits at the end.
We checked every price, plan and limit below on Valley's and Zeekeo's own sites on October 26, 2026. Neither vendor publishes a comparison against the other.
This page is for agencies that run outreach on LinkedIn accounts that belong to their clients. That changes the questions. Which tool books more meetings still matters. So does where the client's login lives, who decides how hard the account is pushed, and who sees a message before a prospect does.

How Valley runs a client's account
Valley is built around one idea: activity should come from a real browser. "Valley connects to LinkedIn through a Chrome extension that reads your LinkedIn session token." Its help center says this is "fundamentally different from tools that route through proxies or data center IPs", because "LinkedIn sees activity coming from your actual browser session."
For an agency, that means real setup work. "Each LinkedIn account must have its own Chrome profile. This is non-negotiable." Five client accounts means five Chrome profiles, each logged in to that client's LinkedIn. The help pages we read don't say whether Chrome has to stay open for campaigns to run. Ask before you plan your machines around it.
Valley leaves the numbers to you. "You set limits during campaign creation, and Valley never exceeds them." Defaults "start at 25 connection requests/day and 25 InMails/day", InMails stop at 30 a day, and a new account (or one idle for 6 months or more) warms up over four weeks. After a LinkedIn warning, Valley's own advice is to "Pause all Valley campaigns immediately" and cut connection requests to 10 to 15 a day.
Review is where Valley is strongest for agencies. "When Autopilot is OFF for a campaign, Valley generates outbound messages but holds them for your review before sending." Reply drafts also land in the Approvals queue. Turn Autopilot on and Valley sends connection requests, InMails and follow-ups on its own.
The agency side is real too. An Admin View lets you "see all clients, all seats, and all campaigns", and "Each client gets their own isolated workspace". Clients can join by email invite. Valley also has an MCP server, which lets AI assistants such as Claude, ChatGPT and Cursor run it, and any action that would "send a message to a real person" needs your confirmation first.
Price for an agency: Starter is $199 per seat per month ($149 billed quarterly), LinkedIn only, with email as an optional add-on. Plus is $299 per seat per month ($249 quarterly) and adds 1,000 emails a month and "Admin access & view". Growth is $499 per seat per month with $300 of credits included. Scale is custom from five seats.
How Zeekeo runs a client's account
Zeekeo sells breadth: "Run email, social and calling in one place." Launchpad, at $149 per seat per month, includes LinkedIn and email outreach, AI messaging, A/B tests, CRM integrations, "Zapier & API access", email sync for Google and Microsoft, post scheduling, and image and GIF personalization.
You connect an account from Settings, then "choose a proxy location", ideally the one "closest to you geographically". Zeekeo "can automatically reconnect your account in case of a disconnect". It wants Sales Navigator or Premium Business on the account; free accounts connect "but have much lower limits". For an agency, that LinkedIn subscription is a cost on top, paid per client account. Zeekeo's pages don't say whether the account runs on their servers or in a browser.
On limits, Zeekeo gives you the schedule: "You choose which days and times your campaign is active", with a tip to "Keep at least one day off". We found no daily or weekly limit numbers on its pages, and its homepage mention of "Deliverability guardrails" isn't explained.
Review is optional and narrower than Valley's. In an AI campaign you can "require approval before sending the messages", which routes AI-written dynamic messages to a place where you "review/edit the messages before sending". The inbox AI can "generate fully custom replies based on the Persona you've created".
Zeekeo's agency side is mostly the inbox. "Agency and multiuser accounts have access to the Agency inbox", where you switch between client accounts or see everything in one "Unibox", and you can set agency admins. The homepage promises "White-label dashboards clients trust", but no page we read says what that includes or which plan has it.
Price for an agency: Launchpad is $149 per seat per month, with "More Seats, More Discount" and no tier prices shown. A one-month free code is on the pricing page. The done-for-you service starts from $600 a month.
What five client accounts look like on each
Here is a made-up agency, to make the units concrete: five clients, one LinkedIn account each, LinkedIn outreach plus some email.
On Valley, you need five seats. On Plus, with 1,000 emails a month each: 5 x $299 = $1,495 a month billed monthly. On Starter: 5 x $199 = $995 a month, or 5 x $149 = $745 billed quarterly, plus the email add-on if you need it. Five seats is also where Valley's custom Scale tier starts, so ask for a Scale quote before you take these list prices as final. Then the work: five Chrome profiles, five sets of limits typed at campaign creation, and approvals to clear in each client's workspace while Autopilot is off.
On Zeekeo, if one seat covers one LinkedIn account (the pages don't say), five seats on Launchpad cost 5 x $149 = $745 a month, with email included. Calling shows up in the done-for-you service; ask whether Launchpad has it. Then the work: five Sales Navigator or Premium Business subscriptions on the client side, five proxy locations to pick, limits you set by schedule rather than by number, and, as far as we found, no approval step outside AI dynamic messages.
Neither is wrong. They put the work in different places: Valley on your machines and in the approvals queue, Zeekeo in your judgment about pace. Zeekeo asks for Sales Navigator or Premium Business on each account; Valley's pages we read today don't say either way, so ask.
Which one to pick
Pick Valley if your clients are nervous about messages they never saw, you sell LinkedIn outreach first, and you can run one Chrome profile per client account. The approvals queue, the per-client workspaces and the admin view fit that agency well.
Pick Zeekeo if you sell LinkedIn and email as one service (and calling, if Launchpad includes it), your clients already pay for Sales Navigator, and you want one agency inbox at a lower price per seat. Ask in writing what a seat covers and what the white-label dashboards include before you sign.
Look at a third option if your clients bring several LinkedIn accounts each, or you want the tool to set and publish the safety limits and to hold every LinkedIn message for review without a browser left running.
The third option: CampaignStack
This is our product, so weigh it with that in mind.
CampaignStack runs each client's LinkedIn account in the cloud, in its own encrypted browser profile on our server, through its own static residential IP. The session cookie is never stored in our database, and nobody has to keep a browser open. You pay per client workspace, not per account: $299 a month, or $249 a month billed annually, with 15,000 credits a month and no per-seat or per-account fee. A free plan runs one LinkedIn account and one Google account.
The system sets the limits; nobody on your team types them in. Connection requests are capped at 100, 150 or 200 a week depending on the account's LinkedIn plan, and a day's budget tops out at 15, 22 or 29. New accounts warm up, and a security check from LinkedIn pauses that kind of action on that account at once. LinkedIn messages wait in a review queue by default, where you approve, edit or reject each one. Our safety page publishes the caps.
Where Valley or Zeekeo is the better pick: we don't do calling, and we don't sell a done-for-you service. Email sends only from Google accounts. Client reports carry your logo, name and colors, but there is no custom domain and no client login. And for a client with a single LinkedIn account who needs more than our free plan, Zeekeo at $149 a seat or Valley Starter at $199 is a smaller unit than a $299 workspace.
The free plan runs one workspace with one LinkedIn account and one Google account, and LinkedIn messages wait for your review before they send.
Run one client free: 1 LinkedIn and 1 Google accountWhat to watch out for
Automation is against LinkedIn's User Agreement, whichever tool you pick. Valley, Zeekeo and CampaignStack all act on LinkedIn, and none can promise zero restrictions. Ask each one what happens on the first warning.
Prices that disagree. Valley's seat help article lists seat prices that don't match its pricing page. We used the pricing page. Get your quote in writing.
Undefined terms. Zeekeo's "billed users", "Deliverability guardrails" and "White-label dashboards" aren't defined on the pages we read. Ask what each means for your roster before you move clients.
Leaving Valley later. If you start on Valley and move, export the list of everyone you contacted first. Our guide to canceling Valley covers the exports.
FAQ
Is Valley or Zeekeo better for agencies?
Valley fits agencies that sell LinkedIn outreach and want every message approved before it sends, with one isolated workspace per client. Zeekeo fits agencies that sell LinkedIn and email from one agency inbox at a lower price per seat. Checked October 26, 2026 on each vendor's site.
How much do Valley and Zeekeo cost?
Valley Starter is $199 per seat per month ($149 billed quarterly), Plus $299 ($249 quarterly), Growth $499; one seat is one LinkedIn account. Zeekeo Launchpad is $149 per seat per month, with a quarterly discount of "20%+". Both sell a done-for-you service: Valley at $1,499 a month, Zeekeo from $600 a month.
Does Valley use proxies?
No, according to Valley. It connects through a Chrome extension that reads the account's LinkedIn session token, and says this is "fundamentally different from tools that route through proxies or data center IPs." Each LinkedIn account needs its own Chrome profile.
Can you approve messages before they send in Valley or Zeekeo?
In Valley, yes: with Autopilot off, every generated message waits in the Approvals queue. In Zeekeo, you can require approval for AI dynamic messages in an AI campaign. We found no approval step for other Zeekeo messages.
Do Valley or Zeekeo offer white-label?
Valley's agency pages don't mention white-label. Zeekeo's homepage mentions "White-label dashboards clients trust" but doesn't say what is included or on which plan. Ask both in writing.
Takeaway
Write down what you sell clients: LinkedIn only, or LinkedIn plus email (and calls, which only Zeekeo's done-for-you service is shown to include). Then ask both vendors two things in writing: what one seat covers, and who decides how many actions a client's account takes each day. If the answer to the second is "you do", make sure someone on your team owns that number for every client.
